Penalties for Ukrainians — what they want to fine in 2025.

All cities in Ukraine may hold a moment of silence to honor the memory of fallen soldiers and civilians affected by the war with the Russian Federation. This initiative was proposed by a petition on the website of the Cabinet of Ministers of Ukraine.
More about the petition
The author of the petition, Pavlo Sivashchenko, suggests that the national anthem should be played over loudspeakers across the country during the moment of silence. This would help increase respect for the victims of the war. A fine is proposed for citizens who do not observe the moment of silence, except for emergency service workers.
The petition calls for the moment of silence to be mandatory in all populated areas of the country, reminding everyone of the importance of honoring the memory of those who fell for Ukraine.
Currently, the petition has gathered only a few hundred votes, while 25,000 signatures are required for consideration. Also, there are no clear terms regarding the validity of the passport-booklet in Ukraine, but fines may apply for violating certain rules. Citizens have the right to fish in the country's water bodies, subject to restrictions.
The petition proposes the idea of establishing a mandatory moment of silence in all populated areas of Ukraine to honor the memory of those who died in the war with the Russian Federation and to increase respect for their victims. The author of the petition hopes to gather the necessary number of signatures for his initiative to be considered.
