ISW doubts that the USA, Ukraine, and Russia will agree on ceasefire terms in the next three weeks.

The Institute for the Study of War states that the USA, Ukraine, and Russia are almost unlikely to achieve a complete ceasefire within the next three weeks.

'Russia is unlikely to agree to an unconditional ceasefire within three weeks, considering that it has demanded the easing of sanctions as a condition for a temporary ceasefire in the Black Sea,' the ISW report states.

Analysts emphasize that on March 25, the Kremlin stated that it would not consider fulfilling the agreed ceasefire in the Black Sea until the USA lifted sanctions on Rosselkhozbank and other financial institutions involved in international food and fertilizer trade. According to Bloomberg, Russia also demands that the European Union restore Rosselkhozbank's connection to the international SWIFT banking system as a condition for fulfilling the Black Sea agreement.

Experts note that Russia wants to test whether the USA will meet its demands and urge its European partners to ease sanctions.
